Topless in Minnesota; There’s a Push at the Capitol to Legalize the Public Display of Breasts

A bill getting some backing in the Minnesota legislature would allow women to display bare breasts in public. SF 5429, authored by Sen Alice Mann, removes “exposure of human breasts” from laws or ordinances regulating “lewd exposure, gross lewdness, or lascivious behavior.”

Here’s the bill’s language in its entirety.

Currently, Minnesota Statutes 2022, section 617.23 makes it a misdemeanor for “lewd exposure” or a gross misdemeanor if a child under the age 16 is present. Repeated offenses of “lewd exposure” is a felony crime in Minnesota, punishable up to 5 years in prison.
